In a nutshell, if the SharePoint 2013 you’re planning is BI-oriented, you’ll definitely have to go for SQL Server 2012 with SP1.

Obviously, even if the SharePoint infrastructure is debuting with SQL 2008 R2 SP1, nothing prevents its upgrade to 2012 later in its life-cycle.
